Introduction

In a significant political development for Macau, Hong Kong’s leader John Lee has extended his congratulations to Sam Hou-fai, who has been elected as chief executive-elect of Macau. Hou ran uncontested for the position, garnering 394 votes from a committee of nearly 400 pro-establishment electors responsible for selecting the leader for the city, which has a population of approximately 687,000.

New Election Law

This election marks a pivotal moment as Macau enacted a new election law in December 2022, which empowers the election committee to vet candidates for their commitment to the city's governing principles and its Basic Law. In his statement, Lee praised Sam Hou for his 'immense contributions' during his tenure as president of Macau's Court of Final Appeal, highlighting his dedication to the region's judiciary and governance.

Geographical and Cultural Ties

“Hong Kong and Macao enjoy close geographical ties and share the same cultural roots,” Lee noted. He emphasized that the close relationship extends to active people-to-people exchanges and robust economic ties. As Special Administrative Regions of China, both cities embrace the principle of “one country, two systems,” which allows them to tap into the vast mainland market while remaining connected globally.

Future Collaboration

Looking ahead, Lee expressed optimism about collaborating with Hou to promote mutual benefits and harness the strengths of both regions for the country’s growth, aiming to contribute to national rejuvenation through modernization efforts in China.

Economic Challenges

Following the Covid-19 pandemic, Macau's economy has faced significant challenges, particularly in its retail and tourism sectors. Residents are increasingly spending their money across the border in mainland China, prompting a promise from Sam Hou during a post-election press conference to support local businesses struggling in the current economic climate.

Macau's Economic Reliance on Tourism

Macau has traditionally relied heavily on tourism, primarily driven by visitors from mainland China who come to the city for gaming and entertainment. However, Xia Baolong, head of China’s Hong Kong and Macao Affairs Office, previously indicated that Macau needs to diversify its economic base and reduce its dependence on the gaming industry.

Sam Hou's Background and Legal Experience

Hou will become Macau’s first chief executive with a legal background, diverging from his predecessors who mainly stemmed from the business field. He was born in Zhongshan, mainland China, studied law at Peking University, and has continuously resided in Macau for over 20 years, meeting the necessary legal requirements to assume the role.

Judicial Controversies

Sam Hou's leadership experience includes noteworthy rulings while presiding over the apex court, including the controversial decision to outlaw a peaceful candlelight vigil commemorating the Tiananmen Square crackdown and the ruling that barred numerous pro-democracy candidates from running for legislative positions.
