Breakthrough MOU Signed Between Hong Kong and Shenzhen to Boost Health Safety and Scientific Collaboration!

In a significant move aimed at enhancing health safety and facilitating customs clearance, Hong Kong and Shenzhen have officially entered into a Memorandum of Understanding (MOU) regarding entry-exit health inspection and quarantine protocols. This historic agreement was jointly witnessed by Hong Kong's Secretary for Health, Prof. Lo Chung-mau, and Wang Lingjun, Vice Minister of the General Administration of Customs of China (GACC).

Since the November 2023 signing of the Co-operation Arrangement for Entry-exit Health Inspection and Quarantine, both regions have not only intensified their disease prevention efforts but have also improved communication regarding health inspections. The newly minted MOU is set to fortify this collaboration, ensuring the safety and well-being of residents and travelers crossing the border.

A key focus of discussions between Lo and Wang is the facilitation of the cross-boundary flow of specialized items essential for scientific research. This includes human tissue, biological products, and blood products, ultimately aligning with the GACC's recent initiatives to support the Shenzhen Park of Hetao, part of the Shenzhen-Hong Kong Science & Technology Innovation Co-operation Zone.

Lo emphasized that effective cross-boundary collaboration is crucial for the establishment of the Greater Bay Area Clinical Trial Collaboration Platform. This innovative platform, anchored within the Hetao Zone, is expected to substantially enhance research and development capabilities and accelerate clinical trials throughout the Greater Bay Area—a region seen as a thriving hub for technology and innovation.

"The bureau will work closely with the GACC and Shenzhen Customs District to ensure the timely implementation of relevant cross-boundary facilitation policies," Lo stated, underscoring the commitment to a seamless partnership that prioritizes health safety while driving scientific advancement.

With this MOU, both Hong Kong and Shenzhen are not just protecting their residents but are also paving the way for groundbreaking innovation that could enhance the overall health landscape of the region.
