Hong Kong Takes Major Leap in Hydrogen Energy with New MOU Agreement

In a significant move towards sustainable energy, the Environmental Protection Department (EPD) of Hong Kong and China Petroleum & Chemical Corporation (Sinopec Corp) have officially signed a Memorandum of Understanding (MOU) on November 25, marking a pivotal step in the development and application of hydrogen energy in the region.

The MOU aims to enhance collaboration in the hydrogen energy sector, focusing on the development, demonstration of applications, and building capacity within the industry. The signing ceremony was attended by high-profile figures including Mr. Tse Chin-wan, Secretary for Environment and Ecology, Mr. Li Yuxing, Vice President of Sinopec Corp, and Legislative Council Member Mr. Chan Hak-kan. The agreement was formalized by Dr. Samuel Chui, Director of Environmental Protection, and Mr. Wu Qinggao, Director and General Manager of Sinopec (Hong Kong) Limited.

A key element of the MOU is the planned establishment of a green hydrogen production facility at one of Hong Kong's restored landfills. This facility will serve as a demonstration project, with the produced hydrogen aimed at supporting local markets and broadening the use of hydrogen energy across various applications. Sinopec Corp will also play a crucial role in public education and awareness around hydrogen energy, helping the Hong Kong community to understand the safe and innovative trends in this emerging global energy landscape.

Mr. Tse emphasized the strategic implications of this agreement, indicating that Hong Kong could become a showcase for national hydrogen energy development. He stated, “We will leverage our unique position that combines robust support from the mainland with our global connectivity to foster collaborative achievements in the hydrogen industry throughout the Belt and Road initiatives.” He also indicated that Hong Kong is looking to enhance its role as a critical “super connector” and “super value-adder,” paving the way for the export of China's advanced green hydrogen technologies to international markets.

Mr. Li confirmed Sinopec Corp's commitment to optimally utilize its technological prowess across the full spectrum of hydrogen production—from creation to storage and refueling. Together with the Hong Kong SAR Government, they are determined to expedite the green hydrogen project to operational readiness, aiming to set Hong Kong as a leading demonstration base for green hydrogen technology and advancing it on a substantial, industrialized, and international scale.
