Hong Kong's Operation "Magpie": A Major Crackdown on Illegal Karaoke Activities!

On December 21, 2024, Hong Kong Customs announced the successful completion of a decisive operation codenamed "Magpie," which was conducted from December 9 to December 20. This extensive enforcement initiative aimed to dismantle illegal karaoke activities associated with party room operators who were infringing on copyright laws.

This operation came after careful intelligence analysis and effective collaboration with copyright holders, leading to the identification of multiple party rooms suspected of breaching copyright regulations. Custom authorities executed targeted raids in 15 different party rooms spread across districts such as Tuen Mun, Kwai Chung, Kwun Tong, and Kowloon Bay.

During these raids, Customs officials seized a significant haul: 16 karaoke machines linked to the unauthorized playback of copyrighted songs, a game console with suspected pirated titles, and an assortment of audiovisual equipment. The total estimated market value of all confiscated items amounts to around HK$400,000, a clear signal of the scale of this illegal operation.

In connection with this operation, three men aged between 31 and 40 were arrested, all identified as the operators of the implicated party rooms. Authorities report that investigations are still ongoing, and further arrests could be anticipated as they explore the broader network involved in these illegal activities.

Hong Kong Customs also issued a strong message to all business operators, urging them to comply with the Copyright Ordinance and to actively consult with copyright holders before utilizing any musical or visual recordings in their establishments. Violations of copyright can lead to severe consequences; under the Ordinance, individuals found with infringing copies for commercial purposes face penalties of up to HK$50,000 per copy and potential imprisonment for up to four years.

In a proactive stance, Customs officials have committed to increasing their efforts in inspections and enforcement actions to rigorously combat all forms of copyright infringement. This collaborative crackdown underscores the importance of respecting intellectual property rights and protecting the livelihoods of artists and copyright holders in Hong Kong.
