Heng made this statement on Nomination Day, stepping into the nomination hall alongside fellow People's Action Party (PAP) candidates at Yusof Ishak Secondary School.
Reflecting on his years of service, Heng stated, 'It has been a great honour for me to serve you as a Member of Parliament and Cabinet Minister for almost 15 years.' His commitment to public service spans 45 years, with significant time spent in the Singapore Police Force and the Administrative Service.

Prime Minister Lawrence Wong paid tribute to Heng on social media, calling him and Senior Minister Teo Chee Hean 'giants' in Singapore's political landscape. Wong expressed deep gratitude for their dedication, stating, 'Without Swee Keat and Chee Hean, Singapore would not have been able to achieve all that it has over these years.' He applauded Heng's ability to listen and engage with the public, highlighting his role in initiatives like the 'Our Singapore Conversation' and the government’s Forward Singapore exercise.
Heng’s Journey into Politics
Heng's path into politics was not straightforward. Initially approached to stand for elections in his 30s, he declined, believing he could contribute more effectively as a civil servant. However, after being encouraged by senior leaders during the post-global financial crisis period, he entered the political arena in 2011. 'They convinced me that there were changes I could effect as a politician that I could not as a civil servant,' he noted.
Even after enduring a stroke in 2016, Heng remained dedicated to his role. 'Not many get the opportunity to have a second chance at life,' he shared, expressing gratitude towards the healthcare professionals who aided in his recovery.
Confidence in Future Leadership
As he steps down, Heng is optimistic about his successor, urging his constituents to support the new candidates in East Coast GRC. 'I believe Lawrence Wong will continue to lead with conviction,' he declared, emphasizing the need for strong leadership during turbulent times.

Heng's career is marked by milestones that not only reflect his dedication but also a legacy of impactful leadership. From his early role as Principal Private Secretary to the late Lee Kuan Yew to his tenure as Minister for Education and Finance, Heng's influence has been profound. He managed vital national budgets and led efforts in economic restructuring through the Future Economy Council.
Though he was once poised to be the successor to PM Lee Hsien Loong, Heng stepped aside in April 2021 to pave the way for younger leaders, a move that demonstrates his commitment to ensuring a robust leadership transition.
