SINGAPORE – A disturbing phenomena has emerged in Tengah Garden Avenue: the waters of a temporary canal have turned a murky mud-brown color.

This alarming sight is attributed to substantial layers of accumulated silt stirred up by recent heavy rainfall during a monsoon surge, as confirmed by Singapore’s national water agency, PUB, on March 31.

Concerns regarding Silt Accumulation

The silt accumulation has raised concerns as it flows downstream into Jurong Canal and potentially into Jurong Lake, which is among Singapore's vital reservoir systems.

The repercussions of this silt discharge can be devastating—not only does it escalate the risk of flash floods, but it also severely disrupts local ecosystems.

Nature Society Singapore's Involvement

In a recent post on social media, Nature Society Singapore (NSS) highlighted the issue, sharing images of the brown, silty water at various construction sites within the developing Tengah estate.

As heavy rains pounded Singapore from March 19 to 21, the NSS alerted PUB on March 21, catalyzing an investigation into the increasing silt levels in local waterways.

Statements from PUB

“Rainwater mixed with exposed earth increases the risk of flooding and adds environmental strain by harming local wildlife,” a PUB spokesperson remarked.

It was noted that this discolored water hinders aquatic species, including notable fauna like kingfishers and otters, from finding food.

Contractor Responsibilities

Contractors must adhere to strict protocols to contain and treat silty water prior to discharge into public drains, as outlined in PUB’s surface water drainage code.

However, inspections revealed that the roadside tables along Tengah Garden Avenue were improperly maintained, contributing to the silt issue.

Negligence in Maintenance

These roadside tables, designated for various uses including greenery and pavement, remain unfinished and are exposed to the elements.

This negligence plays a crucial role in the silt buildup, prompting PUB to instruct contractors to cover all exposed surfaces and conduct necessary desilting.
