In an exciting financial boost for residents, nearly a million HDB households in Singapore are set to receive significant rebates on utility and conservancy bills this coming April.
According to a recent statement from the Ministry of Finance on March 28, eligible households can receive up to $190 in rebates for their utility bills under the U-Save scheme. Additionally, households will also benefit from up to a month’s worth of Service and Conservancy Charges (S&CC) rebates, which will differ based on the type of housing unit.
For the financial year stretching from April 2025 to March 2026, qualifying households can look forward to a maximum of $760 in U-Save rebates and 3.5 months’ worth of S&CC rebates to help alleviate the rising cost of living.
Specifically, residents living in four-room flats can expect to receive $150 in U-Save and one month of S&CC rebates this April. Those residing in one- and two-room flats will see an even bigger benefit, with $190 in U-Save and also one month of S&CC rebates.
These rebates play a crucial role in offsetting the utility expenses and conservancy charges for lower- to middle-income households—part of the government’s ongoing GST Voucher scheme and the enhanced Assurance Package designed to provide financial relief amid climbing expenses.
To qualify for the U-Save rebate, at least one occupant of the household must be a Singaporean citizen. In cases where the flat is partially rented, the same requirement applies. If the entire flat is rented out, there must still be at least one Singaporean tenant present for eligibility.
However, households that include individuals who own multiple properties are excluded from receiving the U-Save rebate. The Ministry has also outlined specific criteria that disqualify households from receiving S&CC rebates, including: - Households without any Singaporean owner or occupier. - Households where the owners or essential occupiers hold interest in private properties. - Households where the entire flat is being rented out.
To streamline claiming these rebates, eligible households are encouraged to check their status via My HDBPage using their Singpass login.
Both U-Save and S&CC rebates are credited automatically to households’ accounts managed by grid operator SP Services and respective town councils.
In light of recent scams, the Ministry has reassuringly remarked that government officials will never request money transfers or banking details over the phone. For any concerns or suspicions regarding scams, residents are advised to reach out to the ScamShield helpline at 1799.
The U-Save and S&CC rebates are distributed quarterly—every April, July, October, and January—providing ongoing financial support to families throughout the year. So mark your calendars, Singapore! April is shaping up to be a month of relief for many households.
