SINGAPORE – A game-changing policy is set to benefit singles in Singapore as they will have the opportunity to apply for two-room flexi flats in all areas starting with the upcoming Build-To-Order (BTO) sales exercise in October. This significant update marks a notable shift in housing options for eligible singles seeking to purchase their first home.

Availability of Two-Room Flexi Flats

According to a recent statement from the Housing and Development Board (HDB), over 1,900 two-room flexi flats will be made available across 10 of the 15 BTO projects planned for this launch. Locations include popular districts such as Ang Mo Kio, Bedok, Bukit Batok, Jurong West, Kallang/Whampoa, Pasir Ris, and Sengkang, though the specific launch date has yet to be announced.

Changes in Application Eligibility

Previously, only single first-timers aged 35 and above were permitted to apply for new two-room flexi flats in non-mature estates like Choa Chu Kang and Woodlands. Now, opening up opportunities in mature estates such as Bedok and Kallang/Whampoa means that singles can access a broader range of housing options.

New Classification System for Flats

Under the new classification system, flats will be categorized into Prime, Plus, or Standard, moving away from the previous mature/non-mature estate classification, making the process more straightforward for buyers. HDB has also committed to reserving up to 65% of these two-room flexi flats—designated for first-timer singles—with a prevailing income ceiling of $7,000.

Enhanced Reselling Policies

Enhancements to the reselling policies mean that singles can now consider more options, including purchasing two-room resale flats sold under the Prime Location Public Housing (PLH) model, which were off-limits to them before. This move aligns with HDB's ongoing efforts to provide better accommodation solutions and grants for singles, enabling them to apply for substantial financial assistance like the Enhanced CPF Housing Grant (EHG) of up to $60,000 when purchasing new flats.

Community Support and Priority Access

In addition, starting mid-2025, singles will receive priority access for BTO flats when living with or near their parents. This initiative reflects HDB's acknowledgment of the role singles play in familial support, aiming to strengthen community ties and parent-caregiving relationships.
