In a significant move towards the upcoming 2025 General Elections, the Jalan Besar Town Council introduced its comprehensive five-year master plan on Sunday, April 6. Notably, Mr. Shawn Loh, a promising new face associated with the People's Action Party (PAP), made appearances at two community events in the area, igniting speculation about his candidacy.

At 38, Mr. Loh has a robust background, having recently stepped down from his role as the Budget Director for 2024 and 2025 at the Ministry of Finance, where he led vital security and resilience programs. His decision to resign from the public sector has set tongues wagging about his political ambitions.

During the community engagement events, Mr. Loh was seen interacting with local residents at a market, where he distributed essential household supplies to low-income families. His presence underscored his commitment to grassroots initiatives and community welfare. Later in the day, he participated in the launch of the master plan, standing alongside prominent current MPs, including Minister for Digital Development and Information Josephine Teo.

Mr. Loh took the stage to discuss a new volunteer initiative aimed at aiding mature job seekers, expressing the importance of job security in creating a fulfilling life. “Our jobs give us a sense of purpose, a sense of meaning and confidence to provide for our families,” he stated, emphasizing the need to connect job creation with the aspirations of residents seeking employment.

Another figure making waves was Mr. David Hoe, 36, who serves as the Director of Philanthropy at The Majurity Trust and is actively involved in community development. He played a crucial role in launching Horizons @ Jalan Besar, a program designed to cultivate young leaders and foster their engagement, which notably included a learning trip to Vietnam for 19 participants in December 2024.

The focal point of the day was the unveiling of Jalan Besar's master plan covering the years from 2026 to 2030, as presented by Minister Josephine Teo. The ambitious blueprint aims to introduce over 100 new facilities and initiatives designed to revitalize the area. It operates under three guiding pillars: creating a vibrant and sustainable town, fostering a caring community, and enhancing social connections among residents.

Highlights of the plan include upgrades to neighborhood parks, the addition of children's playgrounds, fitness corners tailored for seniors, and navigation aids for residents, particularly those with dementia, ensuring that the town is accommodating for all generations.

Engaging over 3,000 residents through online surveys and street interviews, the town council gathered vital feedback that shaped the master plan. “This master plan belongs to all of us, and especially you, the residents,” Minister Teo remarked, acknowledging the collaborative effort and commitment of the community towards shared goals.

As residents prepare to witness the results of their collective input, the town council showcased an exhibition of infrastructure improvements achieved over the past five years, which have benefitted more than 53,000 households since 2021.
