A New Wave of Candidates in Singapore's Bishan-Toa Payoh GRC

As Singapore gears up for the May 3 polls, the People's Action Party (PAP) is introducing fresh talent to the Bishan-Toa Payoh Group Representation Constituency (GRC). New candidate Elysa Chen, with over a decade of volunteering, is keen to demonstrate her commitment to grassroots issues and rally support from residents.

Elysa Chen: A Heart for Community Service

At 41, Chen, a former journalist, teacher, and youth pastor, is not new to public service. Recently appointed as the executive director of CampusImpact, which aids disadvantaged youths, she has actively engaged with communities since 2007.

"I might be the new kid on the block, but I'm not inexperienced. I have a track record of addressing social needs and finding solutions," she expressed confidently, dismissing any doubts about her capability in political trenches.

Cai Yinzhou: Advocating for Change

Joining Chen is fellow newcomer Cai Yinzhou, 35, the executive director of the Chinatown Heritage Centre, who is well-known for his advocacy work on behalf of migrant workers. With aspirations to secure Toa Payoh Central, a district previously overseen by retiring Defence Minister Ng Eng Hen, Cai aims to earn the trust of the electorate.

"Every vote counts in this election. My goal is to walk the ground, listen to concerns, and collaborate with my team to serve effectively," Cai asserted, acknowledging the growing importance of grassroots connections.

A Competitive Race Ahead

The Bishan-Toa Payoh GRC has a strong historical backing for the PAP, having achieved a vote share exceeding the national average in past elections—67.23% in 2020 alone. However, a rematch with the Singapore People’s Party (SPP), likely led by secretary-general Steve Chia, promises to be a competitive one.

Past Experiences Shape Future Goals

Cai's experience as a legislative assistant to MP Louis Ng has equipped him to understand parliamentary procedures better. He is determined to address pressing community issues, exemplified by his initiative during the pandemic to support migrant workers with essential goods.

"I believe in collective solutions for community challenges. As an MP, I can amplify efforts to tackle pressing societal needs," Cai noted.

Chen’s Vision for Social Support

Echoing Cai’s sentiments, Chen is passionate about enhancing mental health support and advocating for social workers. She proposes that sick leave policies should accommodate mental health issues and emphasizes the need for better postnatal care.

"Social workers are pivotal yet often overstretched. We must invest in their development and ensure they feel valued and equipped to help," Chen emphasized.

As election day approaches, both candidates are ready to bring their varied experiences and deep community connections to the forefront. Whether it's through Chen’s dedication to social causes or Cai’s commitment to advocating for marginalized communities, they aim to serve Bishan-Toa Payoh with integrity and compassion.
