SINGAPORE: In an exciting development for new homeowners, a multi-agency committee has just been established to assist those moving into their Build-to-Order (BTO) flats.

The newly formed BTO coordination committee aims to identify common challenges faced by residents and implement strategies to alleviate them, as highlighted by Senior Minister of State for National Development Tan Kiat How during the recent Tampines GreenOpal MyNiceHome roadshow.

Aiming for Smooth Transitions

According to Mr. Tan, the Housing and Development Board (HDB) has successfully resumed its BTO building programme after overcoming delays caused by the pandemic. A staggering 130,000 new flats are anticipated to be completed between 2025 and 2030, with construction peaking in 2026 and 2027. This ambitious plan includes nearly 150 ongoing projects.

"As we ramp up our building programme, enhancing planning and coordination becomes crucial for creating a seamless moving-in experience for new residents," Mr. Tan emphasized.

Collaborative Approach to Community Needs

The committee will be jointly led by the Ministry of National Development and HDB, collaborating with vital partners involved in the development and management of new BTO projects. Agencies joining forces include the Land Transport Authority, the National Environment Agency, the Early Childhood Development Agency, the Infocomm Media Development Authority, and the People’s Association.

This collective effort aims to tighten the integration across agencies, boost efficiency, and enhance communication with communities to keep residents informed about project developments.

Prioritizing Infrastructure and Amenities

Mr. Tan mentioned that the committee will assess the timing for essential infrastructure like mobile signal networks, pedestrian paths, roads, and bus stops. They will also explore ways to expedite the operational readiness of shops and childcare centers while maintaining a sufficient customer base.

Additionally, the committee aims to synchronize the completion of community facilities and landscaping with the handover of keys, addressing past concerns from early Tengah residents about limited connectivity and facilities.

A Commitment to Improve Living Standards

Understanding that it may not always be feasible to have every amenity ready upon key collection in new developments like Bayshore and Mount Pleasant, Mr. Tan urged for residents' patience. The committee plans to introduce temporary measures to better meet the immediate needs of residents.

"While we prioritize handing over keys as quickly as possible, our goal is to minimize the gap between the completion of flats and the availability of amenities, community facilities, and landscaping, ensuring that residents can enjoy their new homes right away," Mr. Tan said.

Further updates on the committee’s progress will be provided soon, as they work to enhance the living experience for all new homeowners.
