SINGAPORE - In a striking breach of trust, Ling Yong Sheng, a 36-year-old officer from the Immigration and Checkpoints Authority (ICA), was sentenced to two weeks in jail after misappropriating 22 vouchers valued at $440. The incident unfolded while Ling was on duty at the ICA's Sea Domain Headquarters in Brani Way, where he was expected to distribute these vouchers to his fellow officers.

Instead of fulfilling his responsibility, Ling chose to redeem the vouchers for personal gains, purchasing items such as a toy duck meant for his landlord's child and a pair of wireless earphones. The court heard that Ling, who held the position of a domain resource management officer and was also a welfare representative in the ICA's Ports Command unit, received these vouchers from various companies, including the prominent investment firm CapitaLand, as tokens of appreciation during occasions like Labour Day.

The significant breach of trust was uncovered on June 30, 2023, when Ling received the vouchers, each equipped with a security code concealed under a protective foil. The court was informed by Deputy Public Prosecutor Ariel Tan that Ling discovered a loophole: by tilting the voucher at an angle under light, he could decipher the code without scratching the foil. This led him to form the intent to wrongfully redeem the vouchers for his own use.

Ling initially redeemed one voucher, which credited his e-wallet. This act of greed spiraled into him misappropriating a total of 21 vouchers until August 2023. The deception unraveled when two of his colleagues could not redeem their vouchers and subsequently alerted ICA officials upon discovering that an account in Ling's name had already claimed the codes.

On October 2, during the court proceedings, DPP Tan urged the judge to impose a harsher penalty of up to three weeks’ imprisonment, emphasizing that Ling's actions were compounded by the fact he was a public servant entrusted with the welfare of his colleagues. It was revealed that Ling has made full restitution for the misappropriated vouchers, but the incident has raised significant concerns about integrity and accountability within the ICA.
