VIENTIANE: Singapore is set to unveil an exciting new leadership training program aimed at senior officials of the Laos government in 2024, as announced by Prime Minister Lawrence Wong during a dinner meeting in the Laotian capital on October 11.

This groundbreaking initiative is designed to share Singapore's extensive development experience and foster a platform for exchanging best practices, enhancing diplomatic ties and mutual growth between the two countries.

Under the umbrella of the Singapore Cooperation Programme (SCP), Singapore’s flagship platform for technical cooperation, this training program reflects the nation's commitment to providing support to developing nations. PM Wong expressed that Singapore has proudly hosted nearly 17,000 officials from Laos through SCP initiatives over the years, including high-profile leaders such as current President Thongloun Sisoulith and Vice President Pany Yathotou. This further underscores the strong relationship and mutual respect between the nations.

As both Laos and Singapore are small nations with comparable population sizes, PM Wong emphasized the importance of human capital and the necessity to maximize this invaluable resource. He noted that geographical constraints, with Laos being landlocked and Singapore being "sea-locked," underline a shared interest in remaining connected to the region and strengthening resilience in an increasingly unpredictable global landscape.

Sustainability Efforts Take Center Stage

Highlighting current collaborative efforts, PM Wong discussed the significance of energy connectivity and resilience as a central theme of cooperation. He emphasized the necessity for "win-win projects" that yield benefits for both nations, using the Lao PDR-Thailand-Malaysia-Singapore Power Integration Project as a prime example of successful cooperation. He noted exciting progress toward building a formidable ASEAN power grid, pivotal in enhancing regional security and advancing green transitions.

Furthermore, discussions are underway to advance a memorandum of understanding concerning carbon credits, initially signed during Premier Siphandone's visit to Singapore in July. The goal is to develop a legally binding agreement to assist Singapore in reaching its climate targets while stimulating fresh green investments into Laos.

The collaboration doesn’t stop there; both countries are also addressing food security and fortifying public health systems, driving forward a comprehensive agenda for mutual benefit.

Connecting People and Cultures

PM Wong highlighted the burgeoning connection between the peoples of Laos and Singapore, announcing that low-cost airline Scoot will escalate its Vientiane flights from three to four weekly starting in December. This change is expected to enhance two-way travel, deepen friendships, and facilitate further exchanges between the two nations.

Singaporeans frequently travel to Laos for various reasons, including tourism to enchanting destinations like Luang Prabang and engaging in community and volunteer work.

The trip followed the conclusion of the 44th and 45th ASEAN summits, underscoring Singapore's commitment to regional cooperation. PM Wong was formally welcomed by PM Siphandone during a ceremony at the Lao Prime Minister's Office, where they held essential discussions and shared a collaborative dinner focusing on future partnerships.

In his remarks, PM Siphandone reaffirmed Laos’ dedication to strengthening political and economic collaboration with Singapore, with a focus on tangible outcomes that would benefit both parties.
