US-Singapore Energy Initiative Paves the Way for ASEAN Power Grid, Promises Sustainable Future

VIENTIANE – In a significant move towards enhancing energy connectivity in Southeast Asia, Singapore Prime Minister Lawrence Wong announced that findings from a joint study conducted by Singapore and the United States will be instrumental in developing a regional power grid, known as the ASEAN Power Grid. This announcement was made during the recent summit between the Association of Southeast Asian Nations (ASEAN) and US officials in the Laotian capital on October 11, 2023.

Prime Minister Wong emphasized the critical collaboration between ASEAN and the US in transitioning towards renewable energy. He stated, “The US can help develop ASEAN’s renewable energy infrastructure. This will support our green transition while creating more opportunities for our key partners.” This statement reflects a strong commitment to sustainability and economic growth through renewable energy initiatives.

The joint study, labeled the Feasibility Study on Regional Energy Connectivity, has already exhibited “good progress” according to Mr. Wong. The first phase of the study, which began in April 2022 and concluded with findings shared last month, examined the renewable energy landscape, existing infrastructure, and the potential socioeconomic impacts of enhanced connectivity. Now, attention turns to the second phase, which aims to delineate legal, governance, and financing frameworks for the ASEAN Power Grid.

Highlighting the partnership’s strength, Mr. Wong acknowledged the longstanding support from the US, represented by Secretary of State Antony Blinken, for nearly 80 years—support that has fostered peace and prosperity in the region. He noted, “You have been a staunch supporter of an open, inclusive, rules-based order,” reinforcing the deep-rooted ties between ASEAN members and the US.

Moreover, Mr. Wong emphasized the importance of collaboration not just in energy, but also in emerging technologies, particularly artificial intelligence (AI). During the summit, ASEAN and US leaders released a statement promoting safe and trustworthy AI technologies. Mr. Wong expressed optimism regarding US support for the ASEAN Responsible AI Roadmap, which aims to ensure AI development aligns with safety and ethical standards.

The potential of a robust digital economy was also a focal point for the Prime Minister. He urged the US to bolster ASEAN’s cybersecurity capabilities, leveraging existing initiatives like the ASEAN-Singapore Cybersecurity Centre of Excellence. He remarked, “Strengthening our cybersecurity is crucial as we navigate the digital landscape.”

Additionally, educational initiatives aimed at youth engagement, such as the Young Southeast Asian Leaders’ Initiative, were highlighted. Mr. Wong called for utilizing the newly established ASEAN-US Centre in Washington, D.C., to foster connections between young leaders from both regions.

This summit served as a milestone for regional diplomatic engagements, including Mr. Wong’s participation in the East Asia Summit (EAS), where he noted the vital role of the EAS in promoting dialogue among key regional players amidst escalating tensions and shared concerns, such as the ongoing crisis in Myanmar. He urged external partners to utilize their influence to push for peace and reconciliation in the affected areas.

As the summit concluded, Mr. Wong prepared for bilateral discussions with key leaders, including Chinese Premier Li Qiang, while emphasizing the Philippines and Laos' roles in the collective vision for a united and prosperous Southeast Asia.

With the ASEAN Power Grid initiative gaining momentum, the collaboration between the US and Singapore presents a promising blueprint for a sustainable energy future in Southeast Asia.
